So they are both British born. We don't know where exactly Sirius is from but accent is clearly BRITISH. but he calls James parents his own. But obviously not birth parents. Regulus is from London. Islington to be exact. His parents are Walburga and Orion Black, who are involved with Black Records. Orion is the CEO.
